B2B Payment Processing Built to Reduce Commercial Card Costs
Businesses that regularly accept corporate cards, purchasing cards and government cards may be eligible for more favorable interchange treatment — but only when the right transaction data is transmitted. We help B2B and B2G merchants understand their current setup and whether Level 2 or Level 3 processing applies to their volume.

Who Benefits from B2B Processing
Level 2 and Level 3 data transmission is most relevant for businesses whose customers pay with commercial cards rather than consumer credit or debit cards. If a meaningful portion of your monthly volume comes from corporate accounts, purchasing departments or government buyers, your current interchange costs may be higher than necessary.
Level 2 Payment Data
A standard card transaction transmits the card number, expiration date, amount and a few other basic fields. Level 2 processing adds a small set of additional data fields at the time of authorization. When a qualifying commercial card transaction includes this data and meets the card network's criteria, it may settle at a more favorable interchange rate than a standard transaction.
Level 2 is most commonly applicable to corporate and purchasing card transactions where the buyer's organization requires enhanced data for internal reconciliation.
Common Level 2 data fields
Level 3 Payment Data
Level 3 processing transmits full line-item detail for each transaction. This is the most comprehensive data level and is typically required for purchasing card and government card transactions to qualify for the most favorable interchange categories available to B2B and B2G merchants.
Not all payment terminals and gateways support Level 3 data transmission. If your current setup does not capture and transmit line-item detail, qualifying transactions may be settling at a higher interchange rate than necessary.
Common Level 3 data fields
Corporate, Purchasing and Government Cards
Commercial cards are issued by organizations to employees or departments for business purchases. They carry different interchange structures than consumer cards, and the rate a merchant pays depends significantly on the data transmitted at the time of the transaction.
Corporate cards
Issued to employees for general business expenses. Corporate card interchange rates vary by card network and data level. Transmitting Level 2 data where supported may improve interchange qualification on eligible transactions.
Purchasing cards (P-cards)
Used by procurement departments to streamline vendor payments. P-card transactions often require Level 2 or Level 3 data to qualify for preferred interchange rates. Without enhanced data, these transactions typically settle at a higher standard rate.
Government cards (GSA SmartPay)
Federal, state and local government agencies use GSA SmartPay and similar programs for procurement. These cards generally require Level 3 line-item data to qualify for government interchange rates. Merchants who accept government cards without Level 3 capability may be paying more than necessary on this volume.
Fleet cards
Issued for vehicle fuel and maintenance purchases. Fleet card interchange qualification varies by network and transaction type. Enhanced data transmission requirements depend on the specific card program.
Manufacturers, Wholesalers and Distributors
Manufacturing payment processing and wholesale payment processing often involve large average ticket sizes and a high proportion of commercial card volume. Because interchange is calculated as a percentage of each transaction, the difference between a standard interchange rate and a Level 2 or Level 3 rate can be meaningful at scale — even if only a portion of transactions qualify.
Many manufacturers and distributors are on tiered or flat-rate pricing that bundles interchange costs in a way that makes it difficult to see whether commercial card transactions are qualifying correctly. Interchange-plus pricing combined with Level 2 or Level 3 data transmission provides the most transparent view of what each transaction actually costs.
